Robert Cox

Robert Cox is a long-time native of southern Utah and Cedar City.  He studied accounting and received both a bachelor's and master's degree in accounting from Southern Utah University.  He is a partner in a Public Accounting firm and has gained many years of experience in the accounting world.  Robert is married with five children and six grandchildren.  His greatest joy comes from his family and spending time with them.

Robert has served on many non-profit boards and has donated many hours of service to the community.  He has served as President of both the Cedar City Rotary Club and the Southwest Livestock Show, as well as a board member of the Iron County Home Builders Association, the Happy Factory, and as a youth leader helping youth raise livestock in the FFA and 4-H programs.  He has also taken many youth groups to Mexico to build homes for the needy.  

In his spare time, Robert enjoys farming and raising animals, or pretty much any outdoor activities. Robert loves southern Utah and Cedar City and recognizes the wonderful community where he has raised his family.

Tyler Melling is an estate planning attorney at Melling Law, P.C. in downtown Cedar City. When not practicing law, Tyler is either spending time with his family, teaching a class at Southern Utah University, or helping a friend prune their landscape trees. Tyler was born into an Air Force family and moved around until attending Southern Utah University. Before college, the only geographical constant in his life was that he would spend summers in Cedar City visiting family. After high school, Tyler returned to his roots in Cedar City to attend Southern Utah University, where he met his wife in the Opus Chamber Choir after serving an LDS mission in Slovakia. He graduated in 2012 in Economics with a minor in music performance. After his time at SUU, Tyler attended the University of Iowa College of Law. Right after graduation, Tyler and his family moved back to Cedar City where he started a law practice and later started teaching legal studies courses at SUU part-time. Tyler and Hannah are the parents of 3 adorable children who love this community. Since moving back to Cedar City in 2015, Tyler has served on the boards of the Cedar City Area Chamber of Commerce, Orchestra of Southern Utah, and Red Acre Center. In his free time, he loves gardening, brining and preserving food, tending to his chickens, and using those hobbies to teach his children how to work. Tyler is currently serving his second term on the city council, and was recently re-elected in November 2023.

Scott Phillips

R. Scott Phillips

For over 42 years, R. Scott Phillips has worked in the public relations, marketing, and theatre administration fields. He recently stepped down as executive director of the Utah Shakespeare Festival in Cedar City, Utah after guiding that organization as its CEO for a decade. He received his bachelor’s degree from Southern Utah University and continued his master’s degree in theatre administration at Idaho State University in Pocatello, Idaho. Scott received the Outstanding Male Staff Member at Southern Utah University in 1990 and a 2003 Lifetime Achievement Award from the Utah Theatre Association.  

Scott is currently serving his second term on the city council and was re-elected in November 2021. He has been actively involved in political advocacy on the local, state, regional, and national levels for many years. Mr. Phillips has lived in Cedar City for 44 years and is proud to call Cedar City his home.  He enjoys travel, hiking, gardening, and spending time with family and friends.

Ronald Riddle

Ron Riddle wants Cedar City to be a place where parents can confidently raise their children. With deep roots in Cedar City, he raised his family here, and started and operated his business here 30+ years ago. Mr. Riddle loves the founding values of this nation and our state, and wants to represent the values of hard work, perseverance, and free enterprise on the Cedar City Council. As the owner of Fine-Line Cabinets, Mill and Interior Finish, he has a lifetime of experience in working with employees, customer service, and making hard financial decisions. In 29 seasons of coaching youth baseball, football, and wrestling, he has organized tournaments, marketed our community, and worked with parents and kids of all ages. Mr. Riddle has counseled youth and adults in a variety of other assignments through scouting and church service over the years. Family has always been his reason to get involved, whether to start a business, coach Little League, or volunteer elsewhere. Mr. Riddle wants to represent Cedar City families on the council to listen to concerns and maintain our quality of life.

Carter Wilkey and his wife Stephanie moved to Cedar City in early 2016 and have made it their forever home. They are the proud parents of 4 children. Carter has been an active Realtor in the community since 2016. He has served in many capacities in our community both with Cedar City and other organizations. At the time of his election, he was serving on Cedar City's Board of Adjustments and Planning Commission. He has previously served on the city's Active Transportation Committee and General Plan Revision Committee. 

Aside from his responsibilities with the city, Carter also currently serves on the Board of Directors of the Cedar City Area Chamber of Commerce. He has served at different times for the Iron County Children's Justice Center Friend's Board, Iron County Board of Realtors, Iron County Home Builders, Red Acre Center and others. Carter is honored to be able to serve the community that has given him and his family so much.
